Project Overview

The Connecticut DOT (http://www.ct.gov/dot/site/default.asp) has embarked on the reconstruction and widening of 0.8 miles of Whalley Avenue in New Haven from Emerson Street to Route 69. The roadway alignment will be widened to provide two through lanes southbound from Route 69 to Dayton St. and northbound from Emerson St. to Route 69. The intersection of Whalley Ave. and Ramsdell/East Ramsdell Streets will be realigned as well to provide improved sight lines and traffic flow. The project also includes new drainage, sidewalks, driveway aprons, and curbing. The roadway will be completely reconstructed with new base material, pavement, and line striping. New traffic signals will be installed at the intersections of Ramsdell St., Davis St. and Dayton St., with new signs throughout the length of the project. Other project features include landscaping, four retaining walls, major utility relocations, and two box culverts. Project inspection will be performed by Purcell Associates of Glastonbury, CT, (http://www.purcellassociates.com). The project will be constructed by the low bidder, Complete Construction Co. of Ansonia, in multiple stages. This will entail several temporary traffic realignments, but without the need for detours. Sidewalks will be closed periodically, with pedestrian detours utilized as needed. The construction work is valued at 9.4 million dollars.

The official start of construction was June 2, 2009 with completion scheduled for June 2011. A significant milestone was reached in August 2010 with substantial completion of road reconstruction from Emerson Street to West Prospect Street, as well as completion of the 12ft. by 5ft. box-culvert under northbound Whalley Avenue.

Site Impacts
The reconstruction of Whalley Avenue will result in various traffic alignments and lane closures, sidewalk closures with detours, and alternate access to several businesses. There will be access to all businesses and residences at all times during construction.

Status Updates
Road reconstruction is underway on the west side of Whalley Avenue between Dayton Street and West Prospect Street. Drainage work is ongoing on southbound Whalley Avenue with completion within the next month. The final section of new box-culvert is being installed and should be complete by the end of September. All temporary barrier has been removed south of Westerleigh Road. Sidewalk and driveway reconstruction is substantially complete on the west side of Whalley Avenue, between Dayton Street and Emerson Street. Several sidewalk closures with pedestrian detours are in-place site-wide.
